The Ministry of Economic Development of Russia has formed a register of socially oriented non-profit organizations, which will be provided with additional support measures. The register was compiled on behalf of the President of the Russian Federation following a meeting with participants in the All-Russian action "We are Together" on April 30, 2020 and a meeting on the sanitary and epidemiological situation in Russia, held on May 11, 2020.
The register includes SONCO, which since January 1, 2017 have been:
- recipients of subsidies and grants within the framework of programs implemented by federal executive authorities, implemented by executive authorities of constituent entities of the Russian Federation, local governments;
- recipients of grants from the President of the Russian Federation;
- social service providers;
- performers of socially useful services.
The data were submitted to the register by regional and federal executive authorities, local governments, the Ministry of Justice of Russia and the Presidential Grants Fund.
The Krasnoyarsk Science and Technology City Hall is included in the register of socially oriented NGOs.
Organizations on the roster will receive the following types of support:
- provision of subsidized concessional loans at 2% issued by SONCO to pay part of the salary to its employees with the possibility of writing off the loan if more than 90% of employment is retained for the reporting period (Resolution of the Government of the Russian Federation No. 696 dated May 16, 2020);
- a six-month extension of the deadlines for the payment of insurance contributions to state extra-budgetary funds, taxes (including taxes provided for by special tax regimes) and advance payments of taxes, excluding VAT (Resolution of the Government of the Russian Federation No. 685 dated May 15, 2020);
- exemption from taxes, advance payments of taxes, levies on corporate income tax - in terms of monthly advance payments due in the second quarter of 2020 (draft federal law No. 953580-7 "On amendments to certain legislative acts of the Russian Federation for the purpose of taking urgent measures aimed at ensuring sustainable economic development and preventing the consequences of the spread of the new coronavirus infection ");
- expansion of tax incentives for legal entities to participate in charity for organizations included in the registers. Legal entities that donated property (including cash) to non-commercial organizations, will be able to include them in non-operating expenses when they determine the tax base for corporate income tax (draft federal law No. 953580-7 "On Amendments to Certain Legislative Acts of the Russian Federation in order to take urgent measures aimed at ensuring sustainable economic development and preventing the consequences of the spread of the new coronavirus infection ").
